IL HB4013

Amends the Recyclable Metal Purchase Registration Law to require dealers to record transactions involving recyclable metal containing copper, in addition to existing requirements for purchases valued at $100 or more and metal street signs.

Dealers must document the seller's name, address, and valid driver's license or state ID (including a photocopy or electronic scan) and refuse transactions if no valid ID is presented.

Recording requirements include the vehicle license number used for delivery, a detailed description of the metal purchased (weight and form such as bars, cable, wire), and a signed declaration from the seller affirming the property is not stolen.

Completed forms must be retained in a separate book or register for 2 years and made available for inspection by law enforcement and representatives of utilities, communications companies, and municipal corporations.
