Amends the Illinois Municipal Code to allow municipalities to establish a business registry and require businesses to register with the municipality

Registry may only contain: business owner name and address, business and emergency phone numbers, email address, website address, and nature of business

Municipalities must notify businesses of the registration requirement at least twice before imposing a maximum $200 penalty for failure to register

Any database created from the registry information must be a public record subject to the Freedom of Information Act

Does not limit home rule municipalities' existing authority to license businesses and enact regulations for licensing systems
