Amends the Unemployment Insurance Act to add a new eligibility requirement (Section 500.G) that unemployed individuals must perform at least 20 hours of volunteer service per week for a 501(c)(3) nonprofit charitable organization to receive benefits.

Exempts the first 2 weeks of eligibility from the volunteer service requirement, allowing individuals to receive benefits initially without performing volunteer work.

Authorizes the Director to waive or alter the volunteer service requirement by regulation for cases where compliance would be oppressive or inconsistent with the purposes of the Act.

Requires that volunteer organizations and services comply with Director-prescribed regulations.

Takes effect immediately upon becoming law.
