IL HB4031

Creates the Illinois Sentencing Policy Advisory Council under the Governor's jurisdiction to review sentencing policies and their impact on the criminal justice system statewide.

Council composition includes legislative leaders, the Governor, Attorney General, retired judges, state's attorneys, public defenders, judges' administrators, crime victims' representatives, academic researchers, law enforcement, and various ex-officio members from corrections and related agencies.

Council duties include collecting sentencing data and crime trends, preparing annual criminal justice population projections, analyzing proposed sentencing legislation, preparing criminal justice resource statements, and submitting annual reports to the General Assembly and Governor.

Council members serve without compensation but receive reimbursement for travel and per diem expenses; Chair and Vice Chair are elected by majority vote of members.

Extends the sunset date for this section from December 31, 2012 to December 31, 2015.
