Amends the Clerks of Courts Act to clarify that court clerk records include all records obtained under Section 108-10 of the Code of Criminal Procedure of 1963, establishing these as public records open to inspection without fee.

Modifies the Code of Criminal Procedure to require returns of seized items be made within 8 business days after warrant execution, rather than just "without unnecessary delay."

Maintains existing requirements for circuit court clerks to keep judgment dockets, fee books, plaintiff and defendant indices, and other specified court records in alphabetical order with detailed information about parties, judgments, and costs.

Specifies that child support orders and modifications entered on or after May 1, 1987 shall be recorded in judgment dockets but does not require entry of individual support installments or payments.

Takes effect upon becoming law.
