Amends Section 11E-70 of the Illinois School Code regarding the effective date of school district changes approved by petition and election.

Adds a new subsection (a-5) establishing a special effective date for consolidation of Christopher Unit School District 99 and Zeigler-Royalton Community Unit School District 188, requiring the change to become effective only after one or both districts receive school construction grants under the School Construction Law.

Permits newly formed consolidated districts to organize and elect officers before the official effective date, and authorizes them to take preparatory actions including establishing tax levies, hiring administrators, engaging consultants, and negotiating collective bargaining agreements with employee representatives.

Allows newly formed districts to issue bonds, levy taxes, and expend funds for essential operating expenses and payroll during the transition period before taking full effect.

Takes effect immediately upon becoming law.
