Creates the After-School Rescue Fund as a special fund in the State treasury to provide additional funding for after-school programs administered by the Illinois State Board of Education

Allocates fund distribution as follows: 2% for monitoring, administration, and technical assistance for after-school providers; 4% for grants to qualified statewide non-profit agencies for capacity building and professional development; and remaining funds for grants to at-risk schools for extracurricular and after-school programs

Requires capacity building service providers to demonstrate knowledge of evidence-based best practices in out-of-school time, assess organizational needs, provide cultural competence, and use mechanisms for stakeholder review

Establishes that funding need must be determined by both the targeted population served by programs and the capacity levels of grantee organizations
