Amends the School Code to modify Section 10-22.23 regarding school nurse employment and adds new Section 10-22.23b establishing requirements for contracting non-certified nurses for medical review services.

School districts must make "reasonable efforts" to employ a certified school nurse, defined as placing at least 3 newspaper advertisements, one college placement listing, posting with the Department of Human Services for 30 days, and posting with the Illinois Association of School Administrators for 30 days.

Allows school districts to contract with registered professional nurses (non-certified) to conduct medical reviews in special education evaluations after reasonable efforts to hire certified nurses have been made or are underway, subject to school board resolution and State Board of Education approval.

Requires contracted registered professional nurses to have at least 5 years of nursing experience and must become certified school nurses within 3 years of employment.

Permits medical reviews to be performed by physicians or advanced practice nurses with written collaborative agreements with a collaborating physician, and allows districts to contract with other school districts for certified nurses or advanced practice nurses to provide medical review services.
