Amends the Firearm Owners Identification Card Act to revise the definition of "has been adjudicated as a mental defective" to include five specific criteria: being a danger to oneself or others, lacking mental capacity to manage affairs, being found not guilty by reason of insanity, incompetence to stand trial, or military court findings of lack of mental responsibility.

Separates the exclusion for pneumatic guns, spring guns, paint ball guns, and B-B guns into two categories: those expelling single projectiles not exceeding .18 inch diameter or with muzzle velocity under 700 feet per second, and those expelling breakable paint balls with washable marking colors.

Defines "federally licensed firearm dealer" as a person licensed under Section 923 of the federal Gun Control Act of 1968.

Establishes definitions for "gun show," "gun show promoter," and "gun show vendor," specifying that gun shows involve 50+ firearms or 10+ vendors, and excludes training classes and competitive shooting events from the definition.

Takes effect upon becoming law.
