Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 to redefine "school" to mean an institution of higher education that meets the requirements of 34 CFR 600.9.

Allows barber licensure candidates to graduate from either a school of barbering or a school of cosmetology, provided they complete 1,500 hours of barbering study.

Permits barber teachers to hold licenses as either barbers or cosmetologists and allows completion of cosmetology teacher training to qualify for a barber teacher license.

Enables cosmetology schools to offer degrees in barbering if they comply with barbering curriculum requirements, employ properly licensed barber teachers, and meet applicable regulatory standards.

Expands the definition of "Article IIA" application to cover both barber and cosmetology schools regulated under the Act.
