IL HB4085

Requires abortion facilities to offer women seeking abortion after 7 weeks of gestation an opportunity to receive and view an active ultrasound of their unborn child performed by a qualified person before any abortion procedure or anesthesia is administered.

Establishes that ultrasounds must be performed by qualified persons with documented training in ultrasound equipment operation and must meet standards consistent with medical practice.

Requires facilities to document each woman's response to the ultrasound offer in writing, including the date, time, and the woman's signature indicating whether she accepts or declines.

Exempts the ultrasound requirement when a medical emergency exists that necessitates immediate abortion to avert death or serious risk of substantial bodily function impairment, as determined by the physician's good faith clinical judgment.

Mandates the Department of Public Health collect annual reports from abortion facilities showing the number of women who chose to view or decline ultrasound and how many proceeded with abortion.
