HB4111 Summary

• Removes previous provisions limiting disaster volunteer workers' compensation coverage and establishes that sworn disaster volunteers assisting the Illinois Emergency Management Agency without compensation (except travel, lodging, or meal reimbursement) are considered Agency employees under the Workers' Compensation Act or Workers' Occupational Diseases Act.

• Allows the Director of IEMA or a delegate to administer oaths to personnel, and requires oaths to be filed with the employing entity and provided to IEMA upon request for State disaster response assistance.

• Permits counties and municipalities to elect to provide workers' compensation coverage to sworn disaster volunteers assisting their emergency services and disaster agencies during declared disasters or related training exercises, with each entity establishing its own eligibility and claims procedures if coverage is elected.

• Effective immediately upon becoming law.
