Amends the Illinois Governmental Ethics Act to add members of the investment advisory panel created under Section 20 of the Illinois Prepaid Tuition Act to the list of persons required to file statements of economic interests.

Members of the investment advisory panel must file verified written statements disclosing their economic interests, including professional organizations, capital assets, gifts, and entities doing business in Illinois.

Statements filed by investment advisory panel members shall be filed with the Secretary of State and the Secretary must notify panel members of filing requirements on or before April 1 annually.

Establishes that willfully filing false or incomplete statements constitutes a Class A misdemeanor, and failure to file within prescribed time results in ineligibility for or forfeiture of the position.

The act takes effect upon becoming law.
