Adds Section 10-15.1 to the Illinois Public Aid Code allowing final administrative support orders to be registered in circuit courts by the Illinois Department or a party to the order.

Requires filing two certified copies of the order, any modifications, paternity acknowledgments, service documents, a sworn statement or payment record showing past due support amounts, obligor information, and obligee address (unless safety concerns warrant sealing).

Establishes a 30-day period for nonregistering parties to request a hearing to contest the registered order; failure to contest results in automatic confirmation and precludes further challenges.

Allows contesting parties to raise six specific defenses: lack of personal jurisdiction, fraud, vacation or modification of the order, pending appeal, legal defense to the remedy sought, or full or partial payment.

Provides that confirmed administrative support orders are treated as circuit court support orders and subject to modification for substantial changes in circumstances or custody and visitation petitions.
