County boards may adopt ordinances to declare inoperable motor vehicles as "hazardous dilapidated motor vehicles" and authorize law enforcement to remove them from public or private property.

Property owners and vehicle owners must receive at least 10 days' notice by certified mail before removal of a hazardous dilapidated motor vehicle.

The law defines "hazardous dilapidated motor vehicle" as any motor vehicle with substantial damage to essential parts that makes it incapable of being driven or poses a threat to public health, safety, and welfare.

Exemptions apply to vehicles kept inside buildings when not in use, operable historic vehicles over 25 years old, and vehicles at businesses engaged in wrecking, selling, or junking motor vehicles.

Extends existing municipal authority for vehicle removal (previously limited to municipalities with 1,000,000+ residents) to counties statewide.
