Prohibits installation or operation of perchloroethylene drycleaning machines beginning January 1, 2030, with limited exceptions for machines in operation before that date.

Until January 1, 2030, allows only perchloroethylene machines with both primary and secondary control systems, except machines with primary control systems only may continue at their original facility locations until end of useful life.

Requires drycleaning facilities to have trained personnel present during machine operation beginning January 1, 2013, with initial and refresher training every 4 years approved by the Dry Cleaner Environmental Response Trust Fund Council.

Mandates secondary containment measures including diked structures around machines and equipment capable of containing 110% of solvent capacity and sealed floor surfaces to prevent leaks and spills.

Requires manufacturers of perchloroethylene alternative solvents sold in Illinois to provide safety and toxicity information to the Environmental Protection Agency, which must review and post findings by July 1, 2013, and conduct reviews at least three times before the 2030 ban takes effect.
