Amends Illinois Vehicle Code Section 5-401.3 to prohibit scrap processors from paying cash for recyclable metal purchases valued at $100 or more; payment must be made by check, electronic transfer, or other non-cash method.

Requires scrap processors to maintain records for 3 years documenting the acquisition of recyclable metals and vehicles, including seller identity verification from driver's license or state ID for purchases of $100 or more.

Creates new Criminal Code Section 16-1.4 establishing crimes for possession or transportation of stolen ferrous or nonferrous metal (including copper, HVAC components, and catalytic converters) with penalties ranging from Class C misdemeanor to Class 2 felony depending on material value and offense history.

Establishes crime of property damage caused by obtaining ferrous or nonferrous metal through cutting, mutilating, or defacing property, classified as Class 4 felony if damage is under $5,000 and Class 3 felony if $5,000 or more.

Provides exemption from civil liability for property owners when injuries or property damage occur during the commission of these metal theft offenses.
