Amends the Illinois Vehicle Code to modify the Illinois Fire Fighters' Memorial license plate program established under Section 3-634.

Allows up to 10% of annual proceeds from the Illinois Fire Fighters' Memorial Fund to support exhibits and maintenance of the Illinois Fire Fighter Museum, with an exception for emergency structural repairs.

Permits the 10% spending limit for the museum to be exceeded only for emergency structural repairs, contingent on approval from a majority of the Illinois Fire Fighters Memorial Foundation members.

Maintains existing fee structure: $27 for original plate issuance ($15 to Secretary of State Special License Plate Fund, $12 to Illinois Fire Fighters' Memorial Fund) and $17 for renewal ($2 and $15 respectively).

Continues dedicating memorial fund revenues to maintaining the Illinois Fire Fighters' Memorial, annual memorial ceremonies, and scholarships for children and spouses of firefighters killed in the line of duty.
