Amends the Illinois Plumbing License Law to require the Plumbing Code Advisory Council to recommend amendments to plumbing code standards by January 1, 2013 that reflect technological advances and more efficient use of natural resources while protecting public health.

Requires the Department to submit recommended amendments to the existing plumbing code standards to the Joint Committee on Administrative Rules by May 31, 2013.

Authorizes the Department to establish minimum plumbing fixture requirements consistent with the Americans With Disabilities Act, Equitable Restrooms Act, and OSHA standards.

Requires the Department to provide at least 20 days' notice before holding public hearings on plumbing code standards and to notify those who request hearing notices.

Takes effect upon becoming law.
