IL HB4509

Increases the public bidding threshold for Regional Transportation Authority construction projects and acquisitions from $10,000 to $100,000.

Requires Board of Directors of the RTA to adopt regulations ensuring projects and acquisitions over the new $100,000 threshold and disposition of all specified property occur after public notice and with public bidding.

Maintains existing exceptions to bidding requirements for repair parts, emergency supplies, single-source goods, data processing equipment, professional services, and public transportation equipment when approved by two-thirds vote of Service Board Directors.

Establishes procedures for two-phase design/build selection process with prequalification of bidders, technical evaluation in phase one, and competitive pricing proposals in phase two, with maximum of 5 selected offerors unless Service Board determines higher number is appropriate.

Takes effect immediately upon becoming law.
