Exempts batteries and household products (including cleaning agents, drain cleaners, pesticides, epoxy, paint, and stains) from identification and logging requirements

Establishes fines for violations: $150 for first violation, $500 for second violation, and $1,500 for third and subsequent violations within 12 months

Reserves regulation of caustic and corrosive substance purchases as exclusive state power and voids any conflicting local ordinances or home rule regulations
