Adds Section 22.57 to the Environmental Protection Act regulating perchloroethylene (PCE) use in drycleaning, effective January 1, 2013.

Beginning January 1, 2013, existing PCE drycleaning machines with primary control systems but no secondary control systems may continue operating at their original location until end of useful life, but cannot be relocated.

Starting January 1, 2013, all new or relocated PCE drycleaning machines must have both primary control systems (refrigerated condenser) and secondary control systems to reduce solvent vapors.

Beginning January 1, 2014, PCE drycleaning facilities must have trained operators who complete approved environmental training courses covering best management practices, with refresher training required every 4 years.

Requires secondary containment measures including containment dikes capable of holding 110% of machine solvent capacity, sealed diked floors, and closed direct-coupled delivery systems for chlorine-based solvents; manufacturers must provide information on alternative solvents to the state by July 1, 2015.
