Public Act 097-1064 (HB4531) Summary

• Changes terminology throughout Illinois law from "Disabled Person" to "Person with a Disability" in the Illinois Identification Card Act and related statutes, effective January 1, 2013.

• Updates the definition of developmental disability to include intellectual disability, cerebral palsy, epilepsy, autism, or any condition requiring similar services, originating before age 18 and constituting a substantial handicap.

• Refines the definition of visual disability (blindness) to specify central vision acuity of 20/200 or less with a correcting lens, or visual field limitation to 20 degrees or less.

• Amends mental disability definition to describe "significant impairment of cognitive, affective, or relational abilities that may be a recognized, medically diagnosable illness or disorder."

• Updates references to disability identification cards and disability classifications across multiple Illinois statutes including the Election Code, Public Aid Code, Property Tax Code, Fish and Aquatic Life Code, Vehicle Code, and Jury Act.
