Amends Section 12-38 of the Criminal Code of 1961 to regulate the purchase of caustic or corrosive substances labeled with "causes severe burns" under federal law (Title 16 CFR Section 1500.129).

Requires buyers to provide valid government-issued photo identification showing name, date of birth, and photograph, and sign a transaction log with name, address, date, time, product brand, name, and net weight.

Exempts batteries and liquid drain cleaners from these identification and logging requirements.

Establishes penalties of $150 for first violation, $500 for second violation, and $1,500 for third and subsequent violations within a 12-month period.

Designates regulation of caustic and corrosive substance purchases as an exclusive state power, voiding any conflicting local ordinances or home rule regulations.
