Renames the "Illinois Youth and Young Adult Employment Act of 1986" to the "Illinois Veteran, Youth, and Young Adult Conservation Jobs Act" and establishes four employment programs under the Department of Natural Resources.

Creates the Illinois Veteran Conservation Corps to provide year-round employment for unemployed veterans on conservation projects, with preference given to veterans with disabilities.

Creates the Illinois Young Adult Conservation Corps to provide employment for citizens ages 18-25 on conservation projects enhancing public lands owned or leased by the state.

Establishes the Illinois Veteran Recreation Corps and Illinois Youth Recreation Corps (ages 14-18) to provide grants to local sponsors for wages to operate conservation and recreational programs in parks and facilities.

Modifies the Clerks of Courts Act to reference the renamed conservation jobs act in the list of conservation violations subject to court automation fees, effective July 1, 2012.
