Amends the Consumer Fraud and Deceptive Business Practices Act to require yellow pages phone book distributors to establish and maintain opt-out registries.

Registries must provide accessible mechanisms for residents and businesses to register through mail, telephone, email, and online to decline yellow pages deliveries.

Distributors must not deliver yellow pages to addresses registered with the opt-out registry more than 30 days before the delivery date.

Distributors must display opt-out contact information (phone number, website, mailing address) prominently on phone book covers and on their websites.

Failure to comply with opt-out registry requirements constitutes an unlawful practice, and the Attorney General may promulgate reasonable rules for enforcement.
