Amends the Civil Administrative Code of Illinois by adding Section 5-715 to prohibit state departments and agencies from implementing the Patient Protection and Affordable Care Act passed March 23, 2010 until all state constitutional challenges to the Act's key provisions are fully adjudicated.

Defines "federal health care reform" to include six specific provisions: individual health insurance mandates, employer health insurance coverage mandates, penalties on non-compliant employers, Medicaid or CHIP expansion with state cost burden, new insurance coverage mandates, and government-run public insurance programs.

State agencies cannot implement any part of the federal health care reform meeting the above definition until constitutional challenges are completely resolved through the judicial system.

Effective immediately upon becoming law.
