IL HB4591

Amends the Consumer Fraud and Deceptive Business Practices Act to prohibit consumer reporting agencies from including information about obligations incurred by a consumer while residing in a nursing home facility as defined under the Nursing Home Care Act.

Requires credit card issuers to verify a change of address before issuing a card if the application address differs from the solicitation address.

Requires persons using consumer credit reports for credit decisions to take reasonable steps to verify consumer identity and confirm applications are not results of identity theft when notified of potential fraud.

Establishes security freeze provisions allowing consumers to request freezes on credit reports, which must be placed within 5 business days and temporarily lifted within 3 business days upon consumer request with proper identification.

Permits consumer reporting agencies to charge up to $10 per freeze, removal, or temporary lift, except for consumers age 65 and over or identity theft victims with police reports, who are exempt from fees.
