Amends Illinois Vehicle Code Section 12-709 regarding slow-moving vehicle emblems on animal-drawn vehicles, farm tractors, implements of husbandry, and special mobile equipment.

Expands the prohibition on displaying slow-moving vehicle emblems to include displaying them on any object other than vehicles required to have them, with violation now a petty offense.

Changes the penalty for improper display of slow-moving vehicle emblems from a tiered fine structure ($25 for first offense, $75 for subsequent offenses within one year) to a single fine of $75 for all violations.

Maintains existing requirements for emblem specifications based on American Society of Agricultural Engineers standards and mounting requirements established by the Department.

Takes effect upon becoming law.
