IL HB4660

Amends Illinois Vehicle Code Section 12-603.1 to exempt back seat passengers of limousines (as defined by Section 1-139.1) from the requirement to wear seat safety belts.

Maintains existing seat belt requirements for drivers and front-seat passengers of all motor vehicles on Illinois streets and highways.

Preserves existing exemptions for children under 8 (governed by Child Passenger Protection Act), vehicles pre-1965, motorcycles, mopeds, authorized emergency vehicles, and taxicab back seat passengers.

Violation remains a petty offense subject to a fine not exceeding $25, and law enforcement may not search vehicles solely for seat belt violations.

Takes effect upon becoming law.
