Amends the Sex Offender Registration Act to change the $100 registration fee structure from initial and annual renewal fees to a single $100 fee at initial registration and at each annual registration.

Allocates the $100 fee with $30 for local law enforcement use, $30 to the Attorney General Sex Offender Awareness, Training and Education Fund, $30 to the Sex Offender Registration Fund, and $10 to the Sex Offender Management Board Fund.

Allows indigent sex offenders unable to pay fees in lump sum or installments to perform 100 hours of community service within 90 days as an alternative, if community service is available.

Permits law enforcement agencies to establish payment plans for sex offenders unable to pay the full fee amount at once.

Adds failure to comply with registration fee payment requirements as a violation subject to Class 3 felony charges, with mandatory minimum penalties of 7 days jail confinement and $500 fines.
