Removes the Elevator Safety and Regulation Act from the January 1, 2013 sunset date and reschedules its repeal to January 1, 2023.

Adds Section 4.33 to the Regulatory Sunset Act to implement the extended sunset date for elevator regulation.

Amends Section 35 of the Elevator Safety and Regulation Act to delay the required completion of restricted opening upgrades for hoistway and car doors on passenger elevators from January 1, 2013 to January 1, 2014.

Maintains that other safety code upgrade requirements must be completed by January 1, 2015, including car illumination, emergency signaling devices, phase reversal protection, door reopening devices, pit stop switches, and pit ladder installation.

Clarifies that firefighter emergency operation features and hydraulic elevator cylinders do not require upgrades unless there is an alteration, equipment failure, or a safety risk determination by the Local Administrator or Board.
