Requires graduates to complete accredited bachelor's degree programs in teaching and meet requirements for Illinois initial teaching certificates

Aims to increase teacher diversity based on race and ethnicity in hard-to-staff schools

Sets goal of adding 1,000 teachers to low-income, hard-to-staff Illinois schools by 2016
