• Amends the Children's Health Insurance Program Act, Covering ALL KIDS Health Insurance Act, and Illinois Public Aid Code to require income and residency verification for program applicants and recipients.

• Requires the Department of Healthcare and Family Services to verify at least one month's income from all sources by July 1, 2011 for new applicants, and by October 1, 2011 for annual eligibility reviews of current recipients.

• Mandates the Department establish cooperative arrangements with Social Security Administration, Illinois Secretary of State, Department of Human Services, Department of Revenue, and Department of Employment Security to electronically verify eligibility factors.

• If the Department receives written correspondence from the federal government denying authority to implement these verification provisions, the Department must file a waiver request as soon as practical to formally request permission to implement the provisions.

• Takes effect immediately upon becoming law.
