Amends the Consumer Fraud and Deceptive Business Practices Act to expand the definition of "gift certificate" to include credit slips issued when consumers return goods for store credit.

Prohibits gift certificates sold on or after January 1, 2008 from having expiration dates sooner than 5 years after issuance or charging post-purchase fees.

Requires gift certificates issued before January 1, 2008 to clearly display fees and expiration dates on the certificate itself in a visible location before purchase.

Prohibits reduction of gift certificate face value and prevents holders from being penalized for non-use or late redemption of certificates issued after January 1, 2008.

Exempts certain gift certificates from these requirements, including those distributed through loyalty programs, sold at discount for fundraising, or issued for food products.
