Extends toll highway exemptions to public or private ambulance service vehicles engaged in emergency services or duties that necessitate use of the toll highway system.

Requires ambulance services to apply to the Toll Highway Authority for an Official Permit Card to use toll highways without payment when not plainly marked.

Permits plainly marked emergency vehicles including ambulances to use toll highways without paying tolls or presenting permits.

Requires the Authority to adopt rules establishing procedures for issuing permits to ambulance services and emergency service agencies.

Maintains existing exemptions for law enforcement, fire department vehicles, and official Toll Highway Authority business vehicles.
