IL HB4693

Amends the Criminal Code of 1961 to add a new affirmative defense exempting people from eavesdropping laws when recording government officials performing official duties in public places.

Permits recording of government officials, including police officers, in public places unless the recording significantly impacts the official's ability to perform their duties or creates danger to the official or others.

Does not change existing requirements that eavesdropping generally requires consent of all parties to a conversation or authorization under specific criminal procedure articles.

Maintains existing exemptions for law enforcement officers, corrections employees, penal institution staff, and manufacturers/suppliers of eavesdropping devices operating within their normal business purposes.
