Requires licensees under the Consumer Installment Loan Act to report annually by March 1 the number of post-judgment body attachment orders issued, including court case numbers, cash bond amounts posted, and orders for cash bond disposition.

Adds new Section 8d to the Collection Agency Act requiring collection agencies to file annual reports by March 1 detailing post-judgment body attachment orders issued, with court information, bond amounts, and bond disposition orders.

Requires payday loan licensees to include in their annual reports the number of post-judgment body attachment orders issued, civil court and case numbers, cash bond amounts, and copies of bond disposition orders.

Imposes $25 daily fines on licensees in the Collection Agency Act and payday loan sectors for reports filed after March 1 deadline.

Requires the Department to publish a biennial report compiling aggregate payday lending industry data and make it available to the Governor, General Assembly, and public by July 31 of the second year following the Act's effective date.
