Amends the Illinois Prevailing Wage Act by creating a Prevailing Wage Task Force with members to be appointed by September 1, 2012.

Task Force composition includes 4 legislative members (1 Democratic and 1 Republican from each chamber), 3 labor representatives, and representatives from municipalities, mayors/villages, counties, and the business community, totaling 11 members.

Requires the Task Force to submit annual reports to the Governor and General Assembly by December 1 each year, beginning December 1, 2012, with recommendations for legislation to provide local governments relief from the Act's requirements.

Task Force members serve staggered terms of 1-4 years, with a 6-member quorum requirement and mandatory quarterly meetings; the chairperson and vice-chairperson must be from different political parties.

Members receive no compensation but may be reimbursed for actual expenses, with administrative support provided by the Department of Commerce and Economic Opportunity.
