Amends Section 5-4.1 of the Illinois Public Aid Code regarding Medicaid co-payments.

Makes a technical change by correcting "The" at the beginning of the section (striking and underlining the same word).

Maintains existing restrictions on co-payments, including prohibitions for renal dialysis, radiation therapy, cancer chemotherapy, insulin, and life-threatening recurring products.

Specifies co-payment caps if federal State plan amendment is rejected: $3 for brand name drugs, $1 for other pharmacy services, $2 for physician/dental/optical/chiropractic/podiatry services, and $10 for non-emergency emergency room visits.

Requires no co-payment for generic drugs and exempts emergency room encounters for actual medical emergencies from co-payment requirements.
