Amends the Hazardous Materials Emergency Act (430 ILCS 50/1) by making a technical change to Section 1 concerning legislative findings.

Corrects grammatical language in subsection (a) regarding the finding that use, transportation, storage, and manufacture of hazardous materials creates substantial risk of accidents.

Maintains existing legislative findings about the risks hazardous material accidents pose to public health, safety, and welfare in Illinois.

Preserves findings that federal interstate transportation regulations should be extended to intrastate transportation and related activities involving hazardous materials.

Affirms the need for a centralized state agency with communications network to serve as the central reporting agency for hazardous materials emergencies.
