Amends the Adult Education Act to clarify that the Illinois Community College Board's assumption of State Board of Education powers (effective July 1, 2001) does not apply to licensed practice nursing and certified nurse assistant programs.

Requires the State Board of Education to continue overseeing and funding non-degree granting licensed practice nursing and certified nurse assistant programs that have joint agreements with public schools for career and technical education.

Mandates funding for these nursing programs beginning in Fiscal Year 2013 at the same level and manner as Fiscal Year 2012, with the State Board of Education allowed to increase funding up to a maximum of $1 million total from its Career and Technical Education appropriation.

Requires all nursing programs operating before the effective date of this amendment to be approved and continue receiving State Board of Education funding.

Directs the State Board of Education to adopt rules implementing these provisions.
