Amends Section 3-101 of the Illinois Vehicle Code to require owners of low-speed vehicles manufactured after January 1, 2010 to apply for a certificate of title from the Secretary of State.

Maintains existing requirements for certificates of title for other vehicle types including motorcycles, motor driven cycles purchased new after January 1, 1980, and all-terrain vehicles or off-highway motorcycles purchased after January 1, 1998.

Prohibits the Secretary of State from registering or renewing vehicle registration without an issued certificate of title or a pending application from the owner.

Takes effect upon becoming law.
