Amends Section 5-4 of the Illinois Public Aid Code concerning the amount and nature of medical assistance provided to eligible recipients.

Makes a technical change to the existing language regarding how County Departments determine medical assistance in accordance with Department of Healthcare and Family Services standards and regulations.

Clarifies that medical assistance amounts are not affected by payments under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act or certain income distributions under the Illinois Income Tax Act.

Establishes that medical assistance is not affected by donations or benefits received from fundraisers for serious illness, provided the recipient and family members do not control the donations or their disbursement.

Requires the Department of Human Services to notify institutionalized and community spouses in writing about changes in income and resource treatment under federal law (Medicare Catastrophic Coverage Act of 1988) and reassess medical assistance eligibility accordingly.
