Amends the Drycleaner Environmental Response Trust Fund Act by making a technical change to Section 10 regarding the creation of the Fund.

Removes redundant language by striking one instance of "The" and replacing it with "The" in subsection (a) describing the Fund as a special fund in the State Treasury.

Maintains existing provisions that moneys in the Fund are used solely for Council purposes and remedial action of drycleaning solvent releases from drycleaning facilities.

Preserves the Fund's independence with limitations on State liability, ensuring the State, General Revenue Fund, and other State Funds are not liable for claims related to non-State-owned drycleaning facilities.

Continues allowing the Fund to be divided into different accounts and preventing unused fiscal year moneys from reverting to the General Revenue Fund.
