Amends the School Code Section 1A-1 to make a technical change regarding State Board of Education membership composition.

State Board of Education consists of 8 members and a chairperson appointed by the Governor with Senate consent, with regional representation: 2 from counties outside Cook County and its 5 contiguous counties, 2 from Cook County (1 from Chicago, 1 from outside Chicago), 2 from the 5 counties contiguous to Cook County, and 3 at-large members including the chairperson.

Board members serve 4-year terms beginning the second Wednesday in January of odd-numbered years.

Political party balance requirement: no more than 2 of the 4 members (excluding chairperson) in any expiration cohort may be from the same political party, determined by primary voting history.

Establishes transition procedures for terms expiring in 2005-2009, with new members appointed to fill vacancies to serve until specific dates between 2007-2009.
