Amends Section 3-2-5 of the Unified Code of Corrections to make a technical correction regarding the organization of the Department of Corrections and Department of Juvenile Justice.

Establishes an Adult Division within the Department of Corrections administered by an Assistant Director appointed by the Governor, responsible for all adult offenders committed under specified sections of the Code.

Creates a separate Department of Juvenile Justice administered by its own Director, responsible for all persons under 17 years of age sentenced to imprisonment, with a requirement that juvenile offenders be kept sight and sound separate from adult offenders.

Mandates the Department create a gang intelligence unit under the Director's supervision to gather information about inmate gangs, monitor gang activities, and develop policies to deter gang activity within correctional institutions.

Requires the Department to file an annual report with the General Assembly on inmate gang population profiles, gang-related activity, and the gang intelligence unit's performance; exempts gang intelligence information from Freedom of Information Act disclosure requests due to its sensitive nature.
