Amends the Cannabis Control Act to allow local law enforcement agencies to share forfeiture proceeds with municipalities over 20,000 population through intergovernmental agreements for police services valued at $1,000,000+ annually, with funds used for drug enforcement or security cameras.

Modifies the Illinois Controlled Substances Act forfeiture distribution provisions to include the same intergovernmental agreement sharing mechanism for municipalities over 20,000 population with police service contracts of at least $1,000,000 per year.

Updates the Methamphetamine Control and Community Protection Act forfeiture provisions to allow similar sharing of forfeiture proceeds between law enforcement agencies and municipalities over 20,000 population under qualifying intergovernmental agreements for police services.

Maintains existing forfeiture distribution percentages: 65% to law enforcement agencies, 12.5% to State's Attorney offices, 12.5% to State's Attorneys Appellate Prosecutor (except in counties over 3,000,000 population), and 10% to Department of State Police.

All shared forfeiture funds must be used exclusively for enforcement of cannabis and controlled substance laws, security cameras for violence prevention/detection, or establishment of municipal police forces including officer training, station construction, and equipment purchases.
