Changes "may, in his discretion" to "shall" for Secretary of State's authority to furnish vehicle and driver data to applicants on computer tape, disk, or electronic format at a fixed fee of $500 in advance plus additional deposit and $50 per 1,000 units or actual cost.

Requires commercial purchasers of driver and vehicle record databases to enter into written agreements with the Secretary disclosing the commercial use of information to be purchased.

Maintains existing fee structures and restrictions on personally identifying information disclosure, limiting release to specified purposes including government agencies, motor vehicle safety matters, legitimate business verification, research, legal proceedings, insurance, and licensed private detectives.

Preserves confidentiality protections for social security numbers, medical reports, and highly restricted personal information except when authorized by law or court order.

Specifies that fees collected are paid into the Road Fund, with portions allocated to the Secretary of State Special Services Fund and General Revenue Fund based on the type of service requested.
