Amends the Lead Poisoning Prevention Act to add definitions for "certified renovator," "certified renovation firm," "child-occupied facility," and "renovation."

Requires all renovation work on pre-1978 structures to be performed by a licensed certified renovation firm with a certified renovator supervising and other staff either certified or trained by a certified renovator.

Expands the Lead Poisoning Screening, Prevention, and Abatement Fund to include treatment, abatement programs, and implementation and enforcement of the Act as eligible uses.

Exempts certified renovators from needing a lead inspector license when testing painted surfaces using Department-approved methods as part of renovation work.

Authorizes the Department to establish work practice standards for mitigation and renovation activities, and allows inspection and monitoring of renovation job sites by the Department or delegate agencies.
